This report has been prepared by the UNC Highway Safety Research Center (HSRC) to provide guidance to the North Carolina Office of Bicycle and Pedestrian Transportation (OBPT) in the development of its Pedestrian Program. The state's Pedestrian Program was created in April of 1992 in response to the Intermodal Surface Transportation Efficiency Act (ISTEA). This legislation, with its emphasis on greater funding flexibility at the state and local levels, multi-modal transportation, and local participation in the transportation planning process, represents a major shift in U.S. transportation policy. Along with other recent Federal government initiatives, it greatly expands opportunities for state and local governments to develop walking and bicycling as viable transportation options. This report provides the framework for the North Carolina Pedestrian Program, building upon its well established and highly regarded Bicycle Program.
