This paper evaluates the energy saving and environmental improvement effects of the modal shift into the traffic systems such as public transportation systems using electric power like railways with less energy consumption and environmental load. Commutation transportation was discussed. Multiple regression analysis was conducted using the shears by railways/road traffics and the transportation service levels on the basis of the data of 1990 population census in nine cities including Tokyo 23 wards, most of which have populations around 500,000 in Japan. The commutation methods were significantly affected by the commuting time, time difference between railways and motor vehicles, access time, and train operation interval. As a result, a prediction formula on shear by mode of transportation was obtained, which can be commonly applied to every urban commuting areas. Using this prediction formula, the shear by railways can be estimated in each urban area. Difference in the shear of railways among individual cities could be explained by difference in the transportation service levels. Shortening access time and train operation interval were effective to improve the shear of railways in short distance trips, and increase of train velocity or decrease of motor vehicle velocity was also effective in long distance trips. 36 refs., 11 figs., 12 tabs.
