A new magazine design, named the High Performance (HP) Magazine, is being developed by the Naval Facilities Engineering Service Center (NFESC). The HP Magazine reduces the land area encumbered by Explosives Safety Quantity Distance (ESQD) arcs by at least 80 percent; allows noncompatible ordnance to be stored in the same magazine, thereby reducing the number of magazines needed to store a fixed inventory of ordnance; requires a smaller work crew and less equipment and time to store and retrieve ordnance; provides the equivalent of a barricaded siding for temporary storage of ordnance loaded vehicles; improves storage efficiency, selectability and versatility; and accommodates a broad spectrum of ordnance types (i.e., missiles, mines, torpedoes, bombs, bullets, projectiles, etc.), ordnance sizes (i.e., containerized missiles and palletized conventional ordnance), and hazard classes of Navy ordnance. In general, the HP Magazine provides a better balance between operational requirements, explosives safety regulations, and economic considerations. The purpose of this Basis of Design is to provide guidance in developing standard drawings and specifications that satisfy the explosive safety requirements.
