The United States operates two separate, but similar, polar orbiting meteorological satellite systems. The need for separate systems has been an issue since the early 1970s. Interagency studies have concluded that the two systems should be consolidated into one program or at least converged to a greater degree. Several hundred million dollars in cost savings may be possible. GAO's objective was to determine if the two satellite systems could be converged to eliminate duplicative practices and overlapping functions, and still provide necessary services to the systems' users.
