The report presents results of a research effort that is concerned with developing certain tools that can generate information that may be used by policy makers in deciding the desirability and utility of employing certain high technology options in solving ground transportation congestion problems. These options include intelligent vehicle highway systems (IVHS), roadway powered electric vehicle systems (RPEV) technology, and light rail transit (LRT). In addition to the primary concern of traffic congestion in urban areas, this tool can be used to advantage in addressing the policy issues surrounding technologies that affect other important concerns such as air quality improvement, petroleum resource conservation and traffic accident prevention.
