The Joint Live Fire (JLF) Program was chartered in 1984 by the Office of the Under Secretary of Defense, Director Defense Test & Evaluation (OUSD/DDTE), as a Joint (Air Force, Army and Navy) Test and Evaluation (JTE) Program. The purpose of the JLF Program is to test and evaluate 'fielded' U.S. systems (air, land and sea) and U.S. weapons against actual foreign threats and foreign targets (air, land and sea) encountered in combat (i.e., 'Better to sweat in peace, than to bleed in combat.'). The original four objectives of the JLF Program have not changed. They are to: (1) Gather empirical data on the vulnerability of U.S. systems to foreign weapons and on the lethality of U.S. weapons against foreign targets; (2) Provide insight into design changes necessary to reduce vulnerabilities and improve lethalities of U.S. weapon systems; (3) Enhance the database available for battle damage assessment and repair; and (4) Validate/Calibrate current vulnerability and lethality methodologies.
