The purpose of the demonstration program was to determine whether a small vehicle designed especially for the population and industry characteristics of Rome, New York, and operating on fixed routes and fixed schedules, could attract sufficient patronage to facilitate the movement of people, alleviate traffic and parking problems and stimulate the revitalization of the central core.
