Pursuant to Council on Environmental Quality regulations implementing the National Environmental Policy Act, this document records the Strategic Defense Initiative Organization (SDIO) decision to implement the Strategic Target System program at the Kauai Test Facility (KTF) located on the Pacific Missile Range Facility (PMRF), Kauai, Hawaii. The PMRF has been used for fleet training operations and for research and development activities. In addition, PMRF launch facilities are used to launch test flights of tactical missiles and other projectiles. The proposed action increases launch activities by four launches each year over the next ten years. Based on the findings of the EIS, a mitigation plan has been developed which when fully executed, will avoid or reduce to nonsignificant levels environmental impacts resulting from implementation of the Proposed Action.
