When the United States entered the war in 1917 American officials were given to understand that the transportation facilities in France were not very good, and that it would be an almost Herculean task to adapt conditions to American needs. For three years England had been meeting and solving transportation problems that confronted her Expeditionary Forces, and what was known of the achievements of the British had excited a great deal of admiration among Americans. The transportation facilities, during these three years, had been taxed as they had never been taxed before, because there had been an inconceivable amount of hauling, with a minimum of work on maintenance of ways and equipment.
