Development plans and cost estimates are presented for the spacecraft which forms ESA's contribution to a joint ESA/NASA Jupiter swingby out-of-ecliptic mission. A combination of protoflight model philoso- phy and maximized use of existing hardware are central elements in the achievement of a ceiling price level. Cost estimates for two different payloads fall below the ceiling. The margin between estimated costs and ceiling is found to be inadequate for an average expectation of development problems. A number of potential avenues for significant further cost reductions have been identified.
