The study addresses three of the action plans recommended by the Michigan Interagency Truck Committee to improve truck safety in Michigan. The three topics analyzed here are: improved truck identification; mandatory use of on-board recorders (OBRs); and maximum 22-inch height of rear bumpers for trucks and trailers. The study summarizes and integrates the existing knowledge on each of the three topics. The study recommended: mandating federal rule on truck identification for all Michigan-based exempt carriers and initiating an experimental program for a State-based toll-free number; not to mandate use of OBRs in Michigan; and mandating the 22-inch guard for all Michigan-based trucks above 10,000 lbs GVWR, following the general form of NHTSA's proposed rule, and paying particular attention to the three types of exempt vehicles - low chassis, wheel-back, and utility trucks.
