The report summarizes the activities of the National Highway Traffic Safety Administration (NHTSA) with respect to accident investigation and reporting. The accident investigation and reporting activities of the NHTSA have two statutory bases: (1) The Highway Safety Act of 1966, as amended, provides authority to the NHTSA to conduct or sponsor motor vehicle accident investigations in order to assess accident and injury causation and make recommendations for Traffic Safety Programs to aid in alleviating the accident problem. (2) The National Traffic and Motor Vehicle Safety Act of 1966, as amended, also provides for the same investigation authority in order to aid in promulgating Motor Vehicle Safety Standards. The accident investigation and reporting activities conducted under these authorities encompass a wide range of programs; basically including: accident investigation systems design, federal 'GO' team, multidisciplinary teams, tri-level studies, and bi-level studies. The above programs are described in detail in the report as are coordination activities with the National Transportation Safety Board (NTSB). (Author)
