NASA initiated the Year 2000 (Y2D) program in August 1996 to address the challenges imposed on Agency software, hardware, and firmware systems by the new millennium. The purpose of this Program Plan is to establish Program objectives and performance goals; identify Program requirements; describe the management structure; and detail Program resources, schedules, and controls. Project plans are established for each NASA Center, Headquarters, and the Jet Propulsion Laboratory.
