This final report presents a review of operational and technological changes in Canadian and United States' railroads over the past 20-25 years to demonstrate improvements in railway efficiency, beginning with a discussion of technical and allocative efficiency and background on the railway regulatory and market context. Productivity gains and new technologies are then reviewed, including railway restructuring, revenue and cost trends, employment reductions, track and structures, train control systems, locomotives, railcars, intermodal service, and train sizes.
