Todays modern transit systems are confronted with renewed financial challenges to meet the ever expanding need for public transportation. Transit systems must live within constrained budgets and are reluctant or unable to raise fares and other revenue. This has forced transit systems to face the economic realities of delivering good service to their customers while keeping aging systems functional and safe, and at the same time expanding existing systems to meet increasing demand. On the positive side, transit agencies now have a much broader menu of project delivery systems to deliver complex transit projects, coupled with the willingness of the Federal Transit Administration (FTA)1 to support new project delivery approaches. For example, construction manager/ general contractor (CM/GC), designbuild (DB), and publicprivate partnership (P3) approaches are all actively being considered, subject of course to applicable federal and state procurement laws, rules, and regulations.
