This paper describes the methodology and application of the computer model CLEAR (Calculates Logical Evacuation And Response) which estimates the time required for a specific population density and distribution to evacuate an area using a specific transportation network. The CLEAR model simulates vehicle departure and movement on a transportation network according to the conditions and consequences of traffice flow. These include handling vehicles at intersecting road segments, calculating the velocity of travel on a road segment as a function of its vehicle density, and accounting for the delay of vehicles in traffice queues. The program also models the distribution of times required by individuals to prepare for an evacuation. CLEAR can calculate realistic evacuation time estimates using site specific data and can identify troublesome areas within an Emergency Planning Zone. (ERA citation 08:020728)
