During the seventies, Almere (a new town in the southern lake Ijsselpolders) and the legislation for noise control developed simultaneously. In spite of this, by the planning of Almere noise was taken into account, although only qualitatively. On January 1st 1982 the noise control act took effect with respect to traffic noise, so hence forth the limits of this act had to be observed in urban plans. During that period a great number of plans was in procedure, in connection with the establishment of the municipality Almere. In these plans so far the noise act was not observed. To avoid disturbing the flow of plans, a compilation of revisions with respect to traffic noise was made, called 'Noiseplan', and a request for getting higher limits. It is used as a reference with regard to noise-limits for the further development of Almere.
