The intent of the work is to assist port developers and operators, potential incinerator ship operators, government officials, and the general public in planning the port interface for ocean incineration systems. The research presents a methodology to facilitate the identification of a logistical system to incinerate hazardous waste offshore while simultaneously satisfying the multitude of constraints imposed by government regulations at all levels and by the involvement of public groups. As part of this research a computer model has been developed. The model assumes the viewpoint of a planner that has yet to choose a particular type of vessel and port technology.
