The principal comparison made in the report is between the single-fare approach versus a differential fare method that uses demand and cost information in the setting of appropriate fares. Using New York City's transportation system as the major example and consumer surplus as the measure of passenger welfare, the net benefit (revenues + consumer surplus) was shown to be greater for a peak/off-peak fare differential than for the flat fare approach.
