This Paper reviews the factors which affect hourly runway capacity and concludes that Heathrow's 'segregated' mode of operation provides for optimum flow rates. The derivation of annual capacity from hourly rates suggests that currently at Heathrow there exist some 305-310,000 ATM slots per year declining in the 1990's to 280-285,000. Although Heathrow handles fewer movements than the major American international airports its capacity is similar to those operated under the same constraints.
