Changes in both domestic and foreign trade barriers will affect production and employment in the U.S. motor truck industry. The best statistical evidence indicates that it may be less expensive to produce heavy trucks for the European market in the United States than in Europe. The evidence, though subject to important qualifications which require further analysis and study, suggests that elimination of the E.E.C. tariff on truck imports may lead to a substantial percentage increase both in U.S. truck exports and in the annual value of U.S. truck output. The potential effect on truck imports of elimination of U.S. import tariffs on trucks and truck components is much smaller, partly because effective U.S. trade barriers are currently not high. Taken as a whole, the findings imply that elimination of all international trade barriers on trucks will increase U.S. truck production and employment in the U.S. truck industry. Current patterns of trade flows and the potential impact of trade policy changes on the pattern of trade differ markedly for different weight classes of trucks.
