Initial report on the theory of Maneuver Warfare in the Ocean Environment. Author's thesis is that Navy Officers have had over ten years of exposure to literature on ground and sea-shore concepts of Maneuver Warfare but that it has not yet taken firm hold. In order to allow the Navy to be equal participant in the development of Maneuver Warfare Doctrine, this concept will have to be explained in terms familiar to the majority of Navy Officers-Open Ocean Maneuver not associated with Sea-Shore Maneuver report opens with history of the concept of Maneuver and an analysis of how current JUXTApositions with attrition are inaccurate.
