The study is applied to the issue of deterring Soviet military attacks--that is, Soviet decisions to initiate or escalate armed conflict. The procedure involves the application of prespecified assumptions about Soviet reactions to confrontation and conflict situations and to the military combat options they might consider in such situations. This permits the comparative evaluation of alternative U.S. and allied future military force postures across a wide range of conceivable situations in which U.S. and allied military forces confront Soviet forces and may thereby influence their behavior.
