On December 26, 2002, a Final Rule entitled Development of a North American Standard for Protection Against Shifting and Falling Cargo (67 FR 61212) went into effect; however, carriers were given until January 1, 2004, to become compliant. The rule requires that all cargo must be contained, immobilized or secured so that it does not leak, spill, blow off the vehicle, fall from or through the vehicle, or otherwise become dislodged from the vehicle.
