The document is concerned with the environmental effects of the sinking of approximately 15 obsolete, deactivated naval ship hulls per year in ocean waters in excess of 6000 feet deep, more than 50 miles from the nearest land, and clear of all shipping lanes. The sinkings are by conventional weapons for the purposes of combat readiness training and weapons evaluation.
