On April 1, 1982, Michigan began requiring that children under age 4 be restrained when traveling in automobiles. On July 1, 1985, compulsory seat belt use was expanded to front-seat motorists of all ages. The authors measured the long-term effect of the child restraint law on injuries to children, and the short-term effects of the 1985 seat belt law on injuries and fatalities among adults. Monthly frequencies of crash-induced injuries (from Jan. 1978 through Dec. 1985) and fatalities (from Jan. 1978 through June 1986) were analyzed using Box-Jenkins time-series methods. Exposure to risk of injury was controlled through examination of injury rates based on population, number of crashed vehicles, and vehicle miles traveled.
