The purpose of this statement is to reevaluate the original U-012-1(4) alignment in light of conditions which have changed since 1958. Two alternatives to the original alignment will also be examined. Key location issues involving the original alignment and the two alternatives are posed in terms of those community and environmental standards which Section 4(f) and Section 102(2)(C) are designed to protect. In this reevaluation, the development goals of Model City Organizations will provide the context for the analysis. The primary adverse environmental effects can be thought of in terms of displacement of families in the proposed right-of-way, and the impact on available recreational lands. Some fifty-two dwelling units which were occupied in 1969 will be eliminated. Given the present high density of single family residence, it is unlikely that ties can be maintained by relocating these families in the immediate area. The proposed U-012-1(4) line would require that some 2.3 acres of parkland be removed for right-of-way, and a total of four acres will be either removed or severely restricted in usage. Even though several intersections will be allowed at grade with the new roadway, there will be a significant effect on communication by automobile, bicycle, and on foot. Traffic arrangements will make automobile crossing of the roadway hazardous both for those seeking to maintain interpersonal ties across the roadway and for those on the arterial who wish to travel through the community with speed and safety. Elementary school travel will be affected. Without a new facility, the children of this area will be forced to cross at least one major arterial roadway to get to school. The U-012-1(4) alignment will create a constant nuisance due to noise, fumes, and vibrations to a large number of residences. In all, 125 to 145 residences will be within 200 feet of the roadway.
