Ramp metering is a means of controlling the flow of traffic entering a freeway to improve freeway and merging operations. Most studies in freeway control have involved large sections of freeway with many ramps. The control systems have usually been traffic responsive, traffic actuated and system coordinated. There are many freeways that experience small traffic congestion problems. The problem area may involve only a few ramps for short periods of time. This study examines the application of a traffic actuated, traffic responsive local controller to one entrance ramp in an area of congestion on IH 10 in San Antonio. The primary objective is to determine if a local controller, as specified, can perform in an accurate and reliable manner to control ramp traffic. Secondary objectives are to provide experience for the Texas Highway Department personnel and to improve operation of traffic on the freeway.
