A study was made between 1964 and 1966 of road traffic flows crossing cordons round the central areas of eight towns of population ranging from 18000 to 8 million. Flows (classified by type of vehicle) were estimated mostly from 3-minute sample counts taken every quarter-hour throughout the day from 7 a.m. to 7 p.m. on all roads crossing the cordons, and some estimates of bus occupancy were also made.
