The purpose of this report is to identify representative ferry transit systems, analyze the decisions which led to a choice between water-based and land-based transportation modes, and assess the effectiveness of the system in achieving particular transportation needs. By assessing a representative cross section of ferry routes serving differing transportation needs in a variety of marine and geographical settings in the United States, it is intended that new insights may be gained regarding the effectiveness of recent and proposed investments in water transportation, as well as a better understanding the range of factors which determine choice of mode for crosswater travel.
