Legislation is proposed to provide for the restructuring of the rail system in the Northeast since the largest railroad is on the verge of liquidation. Prompt action is needed to avoid an abrupt shutdown of bankrupt rail carriers nationalization of rail freight operations is undesirable, and the overall freight traffic is large enough to support new railroad facilities which could be developed from the various railroads now in bankruptcy.
