ESA's product assurance requirements are reviewed in the light of competition offered to scientific spacecraft by Spacelab. It is believed that ESA's requirements have grown to such an extent that pruning is necessary whether or not Spacelab materializes. Simplification is required even if this brings a higher incidence of failure in ground test and orbital life. A reduction in parts engineering requirements and in reliability analysis will become essential for scientific programs but materials engineering may become even more important as spacecraft complexity increases.
