This publication presents forecasts of commuter air carrier activity and describes the models designed for forecasting Conterminous United States, Puerto Rico and the Virgin Islands, Hawaii, and individual airport activity. These forecasts take into account the recent dynamic growth of the commuter industry and the effects of the changed operating and marketing environment created by the Airline Deregulation Act of 1978. A separate forecast is provided for commuter cargo activity. Lastly, modeling approaches were evaluated to forecast activity at individual airports which the FAA expects to utilize in preparing its annual Terminal Area Forecast. Descriptions of the models are provided in the Appendices. The models developed under this contract represents an initial effort by FAA to described and Forecast a major sector of Aviation. It is anticipated that there will be further refinements to the models as the commuter industry evolves and additional data becomes available. (Author)
