The report describes a study of several modern dry bulk ship designs engaged in specific bulk trades in order to identify ship and route combinations having potential for competitive U.S. flag operation. The major goal of the bulk carrier program is the development of a modern fleet of ships that will ultimately increase the present small share of U.S. dry bulk foreign trade moving in U.S. flag ships.
