The report is a follow-up to a study funded by the U.S. Department of Transportation on the effects of rail-service abandonments in the aftermath of the reorganization of bankrupt railroads in the Northeast and the establishment of federal subsidies for rail service (by the organization of Conrail and Amtrak) in the early to mid-1970s. The study focuses on the alternatives available to small businesses when faced with rail service termination, and quantifies the increased costs and capital investments that would be incurred.
