It is proposed to construct an ultimate eight-lane freeway on new alignment in the Santa Clara River Valley traffic corridor between 0.5 mile west of Piru Creek near the community of Piru in Ventura County and the Route 14 Freeway near the community of Newhall in Los Angeles County, a length of 21 miles. The purpose of the project is to provide a safe, high speed land transportation facility that will relieve local congestion and traffic bottlenecks and facilitate the deployment of emergency vehicles and evacuation of the public during periods of emergency. With the advent of urbanization, a presently unknown rate and amount of air quality deterioration are anticipated. It is anticipated the deterioration in the air quality will occur whether or not the freeway project is developed. Unavoidable adverse effects directly resulting from the freeway project include the following: Displacement of people, noise at residences, aesthetics of the flood plain, loss of historical sites and archeological areas, and some loss of wildlife.
