Administrative approval is proposed of a request for financial assistance to improve Wharton Municipal Airport. The report describes acquisition of land for future southerly runway extension to 5,000 feet and future clear zone, extend existing 3,200 feet runway northerly to 3,800 feet wholly within existing airport property, construct parallel taxiway, expand apron, install Visual Approach Slope Indicator (VASI), fencing, lighting, and non-directional radio beacon (NDB). There will be a few additional operations by heavy (over 8,000 pounds) twin engine aircraft and a very few by business jet aircraft after completion of the development resulting in a slight increase in noise pollution; however, since there is no one living in the area, there will be no impact. Air pollution from these operations will also slightly increase, but prevailing breezes will rapidly disperse this over large unpopulated areas of farmland and prairie. Water pollution will not increase. On the positive side, a few of the aircraft will no longer contribute to the already high levels of pollution near larger city airports formerly used as termination points. There will also be a savings in resources resulting from less ground travel to former termination points for passenger delivery.
