The former Dienst of Verkeerskunde of Rijkswaterstaat commissioned SWOV Institute of Road Safety Research to develop a strategy for an inherent safe reconstruction of 80 km/h through roads in the Netherlands. The second part of the study contains the advice and recommendations. In doubtful cases, the percentage of traffic turning off from or onto the road per road kilometer should be used as a measure to judge whether a 80 km/h road is a through road or not. One of the recommendations is to temporarily change the speed limit on these roads to 100 km/h, based on the assumption that they should be used only by fast traffic. The paper emphasizes that the reconstruction of the network consisting of 80 km/h through roads, carried out in line with the inherent safety concept, is very costly, and will take at least several decades to carry out. An active policy is required to apply the whole inherent safe approach to these roads. The paper also contains a few calculations of the expected costs and benefits, when improving the safety on 80 km/h through roads.
