Public lighting has a fourfold function. From the historical point of view the oldest function is to ensure civil security, or the prevention of crimes. This function is more or less fulfilled by public lighting. More recent are the functions for motorized traffic. The function of public lighting to improve traffic safety at night has been present for some decades. This has two functions: The improvement of traffic flow and traffic safety. More recent is the fourth function: making people feel safe. If such a feeling is missing, residents, in particular elderly people, are prevented from going out. A a cost benefit analysis is required to determine the quantitative relationships between the quality of life and the quantity of public lighting. The effects of the presence of public lighting methods for research, relationship between public lighting and accidents, and the relationship between public lighting and other parameters are discussed. Recommendations for future research are presented.
