The project, which is the relocation and establishment of limited access for State Route No. 7, from the south to north corporation line of Bellaire, is the next to last project in the overall improvement to four lanes of State Route 7, from the Monroe-Belmont County line to East Liverpool. The project is 3.4 miles in length. A part of the Bellaire City park is affected to a very minor degree. The purpose of the project is to provide a four lane freeway through the city, to properly handle the present traffic volume of 9500 to 12,300 vehicles per day, which is now confined to narrow city streets with numerous traffic lights and several right angle turns. The construction of a freeway in this area would have the three-fold effect of removing unsightly buildiple. The diversion of a minimum of 40,000 vehicles per day off Traffic Route 22 in 1990 will increase the quality of the ambient noise level for a substantial number of individuals living adjacent to Traffic Route 22. Approximately 9 residences and 1 business will be required for the right of way of this segment of highway. Because the area traversed is rural in nature, there are no established communities near the proposed highway right of way.
