This is Volume III of a 3-volume final report on a project to develop joint transit fares among several independent transit agencies in the San Francisco Bay Area. This volume describes the initial identification of the volume (market) of inter-operator travel in the region, reports on the institutional attitudes of the major agencies toward coordinated fares, and proposes several alternatives for achieving fare coordination.
