In response to a change in federal policy, on May 12, 1987, the state of Iowa raised the maximum speed limit on most of its rural interstate highway system to 65 miles per hour. Higher speeds on interstates are generally thought to produce many economic benefits, largely due to reductions on travel time. Quite often, however, higher speeds are associated with increased risk of vehicle accidents. The objective of this research is to examine whether a significant change in accident rates can be detected following implementation of the higher speed limit on rural interstate highways in Iowa.
