The use of unsoaked CBR design is proposed to reduce the cost of roads. The existing TRH 4 road design method is modified to use unsoaked CBR tests in the classification of subgrade materials. The increased risk of premature terminal condition using unsoaked CBR design in the subgrade is found for a range of predicted moisture conditions. The total life cost of roads from unsoaked CBR designs are compared with those from soaked CBR designs. Unsoaked CBR design is less expensive for almost all light traffic pavements with granular layers and for all pavements designed for heavy traffic. Construction cost savings of up to 12.2% have been estimated. Applications are suggested to other pavement design methods and to material classification.
