This report provides the specifications for a fast and comprehensive simulation of tactical nuclear war and conventional operations under the threat of nuclear war. The model focus is on military decision-making under specified political constraints on the employment of nuclear weapons in a theater. Means are provided for evaluating the military effect of political constraints command-control-communications, target acquisition, intelligence, combined nuclear-conventional operations, conventional attack of nuclear targets, and air-ground interactions.
