Center High Mounted Stop Lamps (CHMSL) have been standard equipment on passenger cars since September 1, 1985, as required by Federal Motor Vehicle Safety Standard 108. The purpose of CHMSL is to safeguard a car from being struck in the rear by another vehicle: whenever brakes are applied, the CHMSL warns drivers of following vehicles that they must slow down. The report evaluates the effectiveness, benefits and costs of CHMSL based on their on-the-road experience during calendar year 1987, when approximately 1/4 of the passenger car fleet in the United States was CHMSL equipped. The effectiveness analysis is based on police reported accident files from 11 States. Cost estimates are based on detailed engineering analyses of 30 production CHMSL assemblies.
