Part 139 of the Federal Aviation Regulations sets the requirements that must be met by the crash/fire/rescue (CFR) services at air carrier airports. This report is the last in a series of five reports that carries out a cost-benefit analysis of the leading changes to Part 139 that have been proposed. This report has two purposes. First, it summarizes the findings of other reports in this series on the pros and cons of each of the eleven leading policy alternatives. Second, it makes a recommendation for each alternative and outlines the choices that are open to the FAA.
