The basic objective of the present study, is to support Department of Transportation activities in advising developing countries on transport infrastructure improvements. A computer-based model and a set of analytical methods are developed that can be used to evaluate various alternative investments in highway facilities. The model views highway transportation as a production process which uses construction, maintenance, and vehicle operation costs as inputs and highway transportation services as outputs. The study includes three functional sub-models: a construction cost submodel, a maintenance cost submodel, and a vehicle operating cost submodel. A series of network routines is incorporated into the model to allow the user to analyze certain series of road investment alternatives concerning staged construction and uncertainties in traffic projection.
