In January 1990, the National Space Development Agency of Japan (NASDA) started the preliminary design of JEM (Japanese Experiment Module) as an element of the international space station Freedom program, and also started development test activities. NASA was asked by the U.S. Congress to restructure the space station Freedom program as a condition of 1991 budget approval. Restructuring activities were completed. This report provides the results of space station Freedom program restructuring as well as the status of JEM preliminary design.
