This report is the 1998 Annual Report on Port State Control (PSC) in the United States. The Coast Guard is strongly committed to sharing our PSC targeting methodology and publishing PSC compliance performance with the maritime community. Doing so is the cornerstone of our efforts to eliminate substandard trade as we work to strengthen our global partnerships. While the total number of vessels visiting U.S. ports increased, the number of detained ships reached the lowest level since 1994. Of the 50,539 port calls made by 7880 individual vessels from 97 different flag States, 12,448 exams were conducted and 373 vessels were detained.
