The report summarizes the results of simulation studies performed in the development of guidelines for implementing traffic responsive mode in closed-loop traffic signal systems. Simulation studies were performed to evaluate a revised interconnection desirability index which can be used to determine whether two traffic signals should be operated in a coordinated or an isolated mode. Additional simulation studies were performed to evaluate three different configurations of system detectors to support the use of traffic responsive mode in a closed-loop system. Another simulation study was performed to evaluate the benefits of operating a signal system in a traffic responsive mode as compared to a time-of-day mode.
